We use Arlon 8000 for things like this. Strong cast vinyl. If this doesn't work for that particular material, anything meant for brick or stucco will hold well. We use General Formulations 285 Roughmark in those cases. Any materials rep should be able to get you some small sample rolls to test.

We do this all the time with 0.5" and 1" gator. Use an O flute straight bit...not a spiral. The spiral bit will chew up the foam no matter what your speed is. A high speed steel bit will work fine for the soft foam and only cost around $20. 1 pass for 0.5" and 2 passes for 1".

Any tiny bit of color that you add to pure yellow is just going to make the yellow darker. T_K is absolutely correct. The best you can do is to print 100% yellow on a pearl or metallic material in order to get that "pop" that you're looking for.
MEK works for most of the inks in this industry. A can of it is cheap and I always have some in the shop. Pour a little bit on and let it sit and dissolve the ink away.
