I'm a new member and was searching the database for Oracal issues -- I'm having the same problem you were with the Oracal 631. I can't get the app tape to lift the vinyl very easily -- and then it's a nightmare trying to apply it to the wall, too. Where did you end up on this subject? Did you find any app tape that works better?
