    It will cost more time to prep it for a new print than an aluminum panel will cost. Removing aged magnetic is no easy task and will usually expose rust underneath. At least around here an hour or two scraping and cleaning is worth a lot more than a 10 dollar piece of 040.

    I love 100% silicone, but when gong through an elastomeric rubber roof (or rubber Parapet) I recommend a neoprene sealant such as Black Jack Neoprene Super Flash Cement.     If the sign is semi-temporary, (real estate, etc.) 4"x 4" posts are sufficient. If this is a permanent sign, I would recommend 6"x 6" posts.     Also consider for that many channel letters you would have 40 holes for electrical and around 150 to mount the letters. Damn, that's a lot of silicone and lot of places to leak.
