While poly is waterproof and can withstand some outdoor conditions, it's not an outdoor banner material. It will tear, stretch and become useless, with the least bit wind. It is not at all recommended for outdoor use. It's more for interior banners.

Try a billboard company out your way and it should be in the neighborhood of about $2 buck a sq. However, the file should be about 150 dpi and printed around 17 ppi. A lot depends on the viewing distance.

It's easy. They want the historical areas looking the way THEY feel it should look. However, it's also to prevent ugly sh!t going up in very nice neighborhoods. I've been dealing with this nonsense since the early 70s.
