I agree checking if modifications are allowed by osha etc. but here's a thought, what about wrapping them with some bright colors and even throw in some reflective? If not that maybe just put some good quality laminate over the fiberglass. I have never tried that myself, just thinking out loud...
I like the idea of applying black vinyl and sticking to that, I usually just use the clear hi bond tape, usually orafol uhb 3M vhb or similar, it holds well and comes off way better than foam tape.

Are you talking gaussian surfaces (compound curves) that need to have distortion in order to flatten? There are many solutions out there and most CAD packages have some functionality built in. Fusion360 has decent surface flattening abilities including deformation plots.
