is this for an outdoor sign or inside? the 2800 FDC poly is only a two year vinyl. inside, you will get more time out of it and it will most likely work just fine but outside, not a good choice of product for the job.

sounds really stupid but did he check to make sure the outlet it is plugged into is working OK or did he try another outlet? stupid, I know, but some times it is so simple people forget. also check all the cord as Fred said to make sure that they are plugged into the 4B completely.
