The only thing I can think of is not using compression on when saving the TIFF in PS. Try that out and see if it helps. Otherwise, hopefully CorrectColor sees this tomorrow and can help you out more.
It is most likely the rendering intent settings in the RIP you need to take a look at. If the bitmap and vector rendering intents are different, you will get the results you are getting. I'm not sure how to get to those settings in Onyx but I am sure it is in the user manual and/or someone here...

What kind of ink are you using? If you are using OEM inks, you probably have a bad profile. If you are using 3rd party inks, it could also be the inks. On any ValueJet I have ever worked on, the ink is dry 2 seconds after coming off the platen.

Bitmap files like JPG and TIFF are fine when the file has only Bitmap data. Any graphic with bitmap and vector data in it should be .eps or .pdf. If you are rasterizing vector graphics before printing, you are doing it wrong.
