You can use the tape idea, but it will require cleanup afterwards. I would prefer doing a 6 panel vinyl print and see if you can make the design work with the mullions
wow, since the floor sealer hasn't been applied yet I would consider all options... contact the company doing the floors and/or the comp[any that makes the floor/sealer see if they have a suggestions. Also ask 3M if maybe there is an overlaminate vinyl that could be applied over the prints...

Not a lot of detail in that drawing. What's the sign made from and how is it held in the frame? How are they going to be fastened? In any case there must be a boatload (pun intended) of marine fabricators in your area that could make them.
13"? What size is the machine? Wouldn't it be easier just to buy the smallest roll you can or gang up multiples on a larger roll? In any case Bigfis is right, about the cost of custom slitting. I would try Lexjet and maybe they can slit something larger like a 54" and give you 4 rolls.
Don't know that specific combo, but have applied quite a few floor decals. And since you are a "virgin" I want to warn you first that you will have to bend over ;). We clean the heck out of the floor first, other than that it's pretty simple. We always warn the store manager to tell the cleaning...
