    foamex is rated for outdoor use. you might be ok here. you should be discussing this with your supplier. you may be warrantied for product failure, or they may just be better at pointing-out where you went wrong with the install...

    sans design, graphics, permit, install.... that sounds about right to me. make sure you get a quote on a couple different sizes to offer your client. At this point...a sign twice that size, shouldn't cost you twice as much, etc.
