What colors is the sign going to be?
I have noticed a lot of large reflective prints lately (including a town welcome sign) that are impossible to read.
Reflective signs are often best with either the background or the text reflective, not both.
Holy cr*p, they're coming down left and right, man I hope I don't get any calls tomorrow morning....

This is why people get a little heated sometimes about doing things right...(of course it could be the fault of the property owner for not maintaining the sign)

The only time I use plywood for "Real Estate" signs is when it is absolutely specified.
In which case a buy a sheet of pre primed MDO and if needed finish with a coat of oil based bulletin enamel.
If the customer doesn't spec I use alumalite, ACM or 10mm coro for a economy job.

The monument has to be well built and in good shape for a plate mount. But at least this one also has a vertical column to fasten too also.
I worked at another shop where did one on a brick base using the bolted plate method. The base was solid and the anchors seemed very sturdy.
A few weeks...
We've done a few with a paper pattern. Instead of punching with an awl we cut out a little triangle where each corner is ahead of time. Tape the pattern in place and lightly draw the corners in with a pencil.
First it's a really ugly sign, so I would definitely offer the option of a new updated sign design, in HDU since it's all paint finishes.
Other than that it seems a simple project, though I don't see why you included "sandblasting" as part of the restoration process.

Yea, hate pre-assembling layers and fortunately seldom have to do it anymore.
It's tough to both line it up and get enough smooth even pressure when it's on a carrier sheet.
