From what I can see. All the looseness is in the width of the fabric. The wrinkles show that it is pulled over further to the left than the right and that its not pulled enough across. The wrinkles at the bottom are caused by the seam being much tighter that the rest of the fabric.

Zep makes an Aluminum Cleaner called Zep-a-lume. It does a good job cleaning aluminum tubing. I would keep it away from any vinyl graphics. Do a small test section first.
If your machine came with a parts book the screw part number should be shown in the exploded parts diagram. If you don't have the book you could go to a sewing machine (industrial) supply company and tell them the machine model and they should be able to get you the screw.

Monro Grommet machines are much better than those listed above. We've used one daily since 2002. The only maintenance has been oil weekly. Air operated.

Glen Raven Mills makes a printable "Sunbrella" acrylic canvas fabric. It has a coating on one side. They also make a printable canvas like fabric in 2 weights called Vivatex. Both are readily available.

We used to use this mask all the time but used Permaflex Flock adhesive and a 2" foam brush. You can usually do it in one coat without the basecoat they specify when using latex paint.
