Is this a new sign or just new faces? They do allow for pan faces if you are just replacing the faces. I've done over 100 agents in the last year and some new signs even allowed for pan faces. I'd submit your drawings for both pan faces and flat faces and see what they approve.

The lighter the coats the better. We sent a sign out last week that had 30 coats of white in the background but some may take only 8 or so. Alot depends on the painter, system and color.
