    That's exactly what I figured. I would make the customer sand it down and get rid of all the peeling paint before I laid another piece of vinyl. I'd also tell them that the job isn't warranted because it's not OEM or equivalent paint.

    Are you able to get the peeled paint off the back of the vinyl? It seems to me that it would be a nightmare to get off as it would just break and chip into tiny pieces.
