I have a heat set vinyl that will do this no problem.

Years ago we had good adhesion on wind surf sails with Arlon colored cast vinyl. Client kept coming back everytime he got a new rig, said ours was the only stuff that stayed put.

Not sure if that helps or not. Could always try the 8000 series "super glue" Arlon.

You might try something like Arlon DPF8000

only way you will get that to last on head gear and stuff that takes a beating is to use a good heat transfer material...Siser makes great products for cotton/poly cotton blends.
