CMYK colors and Feather Flags

We recently purchased feather flags from a wholesaler. The CMYK color on the flag does not look anything like the CMYK color in the artwork. Before submitting artwork they suggested to put a white background in the artwork, so we did that. The right color is supposed to be a light, vibrant blue. The color we received is a dull, faded greenish blue. The manufacturer suggested we "look up" information about how to achieve the best colors for feather flags, as they have no art department. Any suggestions from you guys? We would like to purchase new double sided flags for our client. But before we do that, we want to make sure the color we think we are getting is the actual color we get. Also, EVERY single product we have ever gotten from this company before (over the last year) has always come out GREAT! We have NEVER had a color issue until now. But its also our first time getting flags.
Thanks in advance

There are a thousand different places to start with this. What was the CMYK code? Do you have any photos of the results? Does the manufacturer have a recommended colour profile? Did you use the right profile? Is your monitor calibrated to any standard?

And hopefully you understand that CMYK colours will look different on every printer unless they're profiled and linearized to a particular ISO standard (something you'll typically only find in large commercial print shops) and even then there are factors that can cause colours to differ.

What is you CMYK build?

We have had many issues over the years with Dye Sublimation and flags esp. Are these single or double sided? If Double what color blockout liner did they use?
