Need Help HP FB950 Help

We just purchased a used HP FB950 and got it set up today. We also had to purchase a phase converter. When we turn on the printer the screen briefly says no signal then goes blank and machine does nothing. Looking for a tech near KY or someone to point us in the right direction. I feel its something simple.

Is the necessary software for this printer included? Have you also installed the software?
