Need Help Old Font Search

Hello! I'm looking for this font. I've tried a few places with no luck. I know it's a bad picture so I'm sure that's not helping. Any suggestions would be appreciated.

Looks a lot like URW Wood Type that someone stretched and then added the cutouts to make stencil letters.

for future reference, I have thrown fonts into what the font.com and if you can't find it you can go into a forum to ask.

what the font gave me nothing. the choices were too harsh compared to this, just not close enough.
