Stealth Reflective Graphics for Police Cruiser

I have seen "stealth" reflective graphics on police cruisers and they usually looked liked regular black reflective on black cars.
I have one to do and when we did a sample the black reflective wasn't as "stealth" as they'd like. It's not really black.
Is there something else that these are done with?

We laminated black diamond grade reflective with black translucent. Looks darker during the day and only partially less reflective at night.

Btw are these Ford or GM? GM black is much better then fords for stealth.

translucent or transparent? translucent seems like it would knock out a majority of the reflectivity

It's an old crown vic.
I'm going to experiment with printing black on whit and on black and see how it looks.
By the way, I should have mentioned this is beeing done on a Gerber Edge.
 
The process black isn't "opaque", but even the regular black isn't completely opaque

I print a lot of reflective on my Edge. The regular process black or standard black foils will not work for this, it will make it completely non-reflective. I have been wanting to order the shadow cast foil to experiment with it on reflective, that may be your best bet. I would run black reflective through and hit it with the shadow cast however many times it takes to get the look you are wanting.
