You're very correct...well almost. The next stimulus check will arrive concealed in the mask, and it will be designed to fall out as soon as the mask is placed on the face. The unsuspecting citizen will innocently bend down to pick up said stimulus check....and bam....that's when it will happen.
Believe me...it will be a stimulus check, alright. In more ways than one.
