Ink receptive vinyl - what makes it so?

Being a grandpa is more fun than working
I'm curious as to how the surface of ink receptive vinyl differs from vinyl that isn't ink receptive.

Is it a microscopically "rougher" surface? Is it coated? Or does it have to do with the polymer matrices (having a more open structure)?

Inquiring minds want to know.

I got lost about a quarter way down. I was actually trying to find out what's in a can of bulldog and found that.
