Rotating sign

At the crossfit place I joined they want me to place new faces in the pylon outside. The sign is approx20 tall and the face sits on a box on the pole, this sign used to rotate.

inside that box is there something that would "lock" this sign or what would your suggestion be to affix it. The power is shot on this and it spins when the wind blows. I know nothing about these and this sign is about 15 years old if not older

Without looking inside the sign, I'd guess the gears are made of steel of some sort. I'd think welding braces on either side would work.
