When I have to put thirty sponsor logos on a banner, I use this template to give each sponsor roughly the same visual weight. For different sponsor tiers I size one tier and then try to go around 30% bigger for each subsequent tier. Once I have all the logos sized I grab all of them and resize to fit the area I've got
It's just a set of rectangles that gets you close quickly. You'll often have to break the rules (as it were) to accommodate all the poorly designed logos out there!
