That's VHB IMO. The space between the post and the panel is equal (and similar thickness to VHB) on both sides and all the way up and down as far as I can tell. With epoxy or adhesives you'd probably see some variation in thickness and probably a little that came out when pressing the panels...
Pretty sure they are talking about HO's in general - and if so - just order them from your sign supply store/shop. There really is no such thing as a "weird" HO lamp. Just straights and U's. Make sure you have your Limited Licensed Electrician (LLE) - you need one in TN to do any type of...
In my opinion - Sloan is a great system for LED Border Tubing. GE Tetra has a nice one too - but all of them require field fabrication. Neither one is easier than the other in my opinion. Have fun!
