Using foam rollers and backrolling should alleviate all bubbles and imperfections, well that was back in the day one shot. The only thinner I ever used on one shot was urethane thinner. What thinner did you use on it?

You are not responsible for natural occurances of weather. You simply have a client with the "you touched it last" syndrome. He should have had insurance on his sign. Throw it all back in his face and tell him to Bring it, nothing will happen trust me.
gotta keep the edges close to a flat surface while cutting especially on 3 mil material. I use a bi metal blade and go slow. After jigsaw it time to smooth it out with palm sander or belt sander keeping it straight and light. I prefer a router hands down BUT sometimes you have those one off...
if you go the banner route signs2trade offer an 8oz banner that would be perfect for this installation, you have to message them about this weight though
if you are doing interior never use gloss, we keep everything satin, interior and exterior. sheen does not matter when using mask as we always pull our mask off wet and always use foam rollers

You should have already thrown the one shot away. Go with latex paints. you will get better lifespan using those as compared to one shot

if you are referring to the red white and blue "state" signs send a 4x8 thru a flatbed have it printed and put it up on .5" coroplast TRUST ME nobody cares about these 75 year old BS spec signs. And YES Ive done a few that way
