I've had success using PVC cement. You can use the same kind you use for PVC pipe if you can deal with its thinness, or the kind that comes in a tube and is thicker.

And this is why the idea that you'll leave the liner on the back of an aluminum or composite sign so that when they need it redone you can flip it around never works. After 5 years out in the sun and weather the liner never comes off clean.

When you laminate it, doesn't it then have the sheen and texture of the laminate instead of the wallpaper vinyl?
I'd go with a defective roll of material as has been suggested above. Contaminated or something. (though probably not with SARS-CoV-2)
You can't really laminate wallpaper; that would ruin the texture and sheen. Have you used this brand and type of wallpaper before without problems? Have you changed anything in your process? New printer, new ink?

If you are using the original plastic Big Squeegee, it was a pain. We use the new metal one with the optional handle. Much better. The rigidity of the metal works better than the plastic one too.
If you are the only game in town, you should have enough money to buy a laminator. If you don't, you aren't charging enough money for your signs. Laminators are, relatively, cheap. Your unlaminated signs are only going to last a year or two at most. Laminate them and they will last 3-5 years...
