You might want to take a look at the new Graphtec. I believe they now offer a 24" with ARMS which will help you later if you decide to buy a larger format printer. It will allow you to do print and cut decals without a problem. I run a Mutoh 1204 and a Graphtec FC7000-75 which is a 30" cutter...

That's not it, if you notice the bottom right leg of the "R" goes out at a 45. Also the bottom right corner of the "G" is at a 90 not a 45.

Ok so to make sure we are on the same page. You took a jpeg and ran a trace to convert it to a vector image. Then you attempted to cut it on your vinyl cutter. When doing so it cuts the original but then cuts another object in a different part of the original. Is this correct so far?
Not exactly sure what you are saying but try this. Go up to view and click wire frame. This will show the vector cut line around your photo that you are cutting. My thought is maybe there is a second vector line you might not see that is causing your problem.
How old is the plotter? Also can you take a picture of the cutting head with the cover off. Make sure the cutter is turned off grab the cutting head shaft (just the shaft that moves up and down when cutting) and see if it can be pulled down as if it was going to cut. You are looking to see if it...
