I do not know the HP 700, but I know that with the Latex 360 Series, the ink can glue the mesh together with the backing (through the holes). If the problem is only there where is ink, then it is a known problem with Latex printers (I have worked for an HP dealer for several years).

Paper is much thinner as vinyl with liner, and have different characteristics. Is not so unusual. On the other hand, a JV33 is a really old machine. Of course they can be some issues with pinch rollers or so. Not easy to estimate from distance.
