What is the media class you are using (SAV/ paper/ other film)?
You can edit the cure temperature in the media/ print mode being used. This is accessed from the printer front panel under the Media Library icon.
Some security software applications can interfere with connectivity between the printer and RIP, specifically with things like media synchronizations between the RIP and printer. In my experience for example, Zscaler software needs to be disabled with Gen3 Latex printers and SAI Production Manager.
Make sure that the media is attached to the take-up reel with the TUR dancer bar engaged to provide forward tension on the media. Use the 365 edge guards as window perf always has rough edges.
Not sure what you mean by 'skipping'. I have found that some metallic films can transport more reliably in both directions when attached to the Take-Up Reel. For example, Substance X1 Chrome film has a slippery backing liner and runs more reliably on the TUR.

The Latex 570 was a current product between 2016 and early 2021. It has 3-liter ink boxes, and as such, was intended for an average production print environment of at least 5 rolls per month (150ft). This amount of print should help ensure that the inks are being consumed before they are expiring.
Some hairs or fuzz is likely attached to the carriage and is dragging through the wet ink, causing it to smear. Remove the maintenance cartridge, power down the printer and gently move the carriage over the right hand door. Look at the carriage bottom with a flashlight and remove any stray hairs...

For 3-layer CWC sandwich mode, in the neighborhood of 4ml per square foot. Obviously there is a range, based on the ink density being used and the content of the job.
On the Latex 800, that would be around 42 cents ft/2 for ink, based on the street ink price of 10.5 cents per ml.
Overcoat is an anti-scratch agent. It does not protect from potential chemical attack from gasoline or other harsh cleaning chemicals. Laminates are needed for this.
The average longevity is around 4 liters, but the position of that head is leftmost in the carriage, so it can be damaged in the event of a media crash. The Service History Report or DD test can tell you how many nozzles are out on each head.
Check the status of the Optimizer printhead (PH1). If it has jetted several liters or more (or has a lot of nozzles out), it could need cleaning or replacement. You can check this in the printer front panel, under the Ink / Printhead Icon.
