We have a Vanguard VK300D, we love it. The only this is with the white ink, there is more prep involved to have it print nicely.
We are running it with Onyx Thrive. We've never needed a clear option, but I'm sure they can help you out with it.
So if you had a router and just routed out of 3/4 Black PVC and drilled stud holes, material cost would be $1.75/number and take a fraction of the time.

We have a Safety Speed, we've had it for over 20 years with a few replacement parts here and there. I think the most we have to do was get the saw motor worked on.
We have a Vanguard VK300D-HS, it's nice because you can add heads as needed. We've had ours for 3 years with very few issues that have been able to be fixed over the phone quite easily.
We have the Kala applikator, the reason we went with Kala is because we had their laminator already with little to no issues.
We use it everyday, not as much as after getting a Vanguard flatbed printer. It's a pretty fool proof machine, you can lay a 4x8 by yourself in a no time at all.
My big concern would be getting the letters UL listed... Everything lit in my area has to be UL listed per the city.
You could probably route out HDU and make channel letters that way with a lot more speed.
If you subscribe to the flexi version of creative cloud all the Adendo training is included. PLUS they have a find my font app/software that would help out a ton of people on this site and just save a ton of time.

The white is a milky opacity, it's not as opaque as our Vanguard. It works well enough for most things. But you waste a 1/16 of the ink to load and unload it. You can't keep the white ink in the machine unless your using it. So we try to group all the white jobs together and if we have one...
Make sure you post heat it, you need to heat it to 200 degrees to give the vinyl new memory. We use a heat gun and a infrared thermometer. Like state above, use an adhesion promoter as well.
