1:10 scale question

I am new to this and understand the concept. The part I am not sure about is when outputting at 1000%, that is done on the printer not the design software correct? We use Illustrator and Photoshop and set the resolution at 720 DPI. Thanks for any help

Thanks for the reply. I just wasn't sure if it was common to do it in Illustrator/Photoshop or if it is better to do it when sending to the printer.
