3M 2080 - do I remove cover film before transfer paper applied for graphics?

This is a sort of noob question. I have not worked with 3M 2080 wrap vinyl yet and I was wondering.
Im not wrapping a car, Im not selling a wrap, Im selling graphics / shapes cut out on a plotter and send it out to customers.
When I cut out a shape/graphics on a plotter, do I apply the transfer paper onto the vinyl with protected film on and customer removes the film later? Or do I remove the film prior to putting on the transfer paper?

The cover film (only present on gloss versions of 3M 2080) is removed after the installation to the vehicle/ substrate.

Quit buggin' me
I'd get rid of the cover film. It is only there so you don't leave scratches in the gloss finish. With premask it doesn't do anything. Could cause issues with the customer thinking he is lifting the graphic off the backing liner and instead is lifting just the mask and the cover film.

If you’re cutting stripes, letters, graphics etc. remove the film before you send to the cutter. If you apply the transfer tape to the film, it will only lift the film, not the vinyl and you will have to premask all over again.
