Adhesive faced vinyl

There are a few companies (which I will not name) that make adhesive faced decals on vinyl. Can this be done on an eco-solvent printer? Would I need a laminator to make something like this? I cannot find a supplier of this kind of material and it's driving me crazy.

What kind of PSA would work? I've never done this before, I'm just checking to see if offering a service like this would be worthwhile.

We use 3M Optically Clear Adhesiive when we have to face mount prints to second surface acrylic or lexan. It's spendy but it works well.
