Avery wrap laminate.....defective?

I purchased a bundle of Avery 2ml print film and a roll of their laminate. It seems to be almost identical to 3m's and was a little cheaper. Now I have about 25% laminate left on the roll and on one side, the laminate seems to look like matte finish. It extends about 18" in to the roll and seems to be running the rest of the way on the roll. I find if I rub it very hard it slowly comes off and the shine comes through. If you run your palm over it, it feels a bit tacky and then when your hand hits the gloss part the friction decreases significantly and your hand slides over the roll.

Is this the sort of quality Avery is putting out?

I won't be buying this bundle again!!

... sounds similar to the oily film on the Avery optical laminate (looks foggy/patchy) that we get from our supplier ----we will be searching for a new brand, needless to say------- JP
