I think its a result of bad profiles... laying down too much ink! Black is CMYK combined and balanced essentially by the profile... not just straight K

its the result of a few possibilities:

1. contaminated media: dust or dirt, oil droplets, spraypaint etc.
2. not enough heat on the media: 40 C should be more than enough for everything except magnetic
3. To much ink for the media to handle. This will be obvious if the ink looks like it is pillowing ( puddling so it is raised up looking) on top of the media.

Well it is a little pillowing, but I have the black ink limit turned down to 60 and the other colors are at 70. In Flexi. Is this normal. Do I just need to turn down black more?

Its the 3651 profile and im using 3621 removable right now. But I still had the same ink limit problem with the other media

You need to get the heat up for sure. Try 38-40. THe black limit will not help as much as you are thinking. Black is usually made from all 4 colors. You total ink limit might be too high. I would start with the heat.

Thanks fellas. I thought because the room was already so hot that the heat setting wouldnt matter too much. I also was keeping it way down because it helps with banding a little.

The black limit still seems very low to me. Of course I'm used to Rolands, but we run 95-100% limit on black. The heat is what is making the difference for you.
