Changeable Outdoor Ads - Small Frames

I have a customer that rents low speed vehicles, and he would like to sell advertising space on these vehicles as they are rented by shoobies. (tourists)
I need a small frame (8.5"-11" +-) that is capable of standing up to the elements, and that will also be easy to change out.

Any suggestions or suppliers that you can think of?
