Encoder strip and sensor cleaning

I tried searching this and after a dozen or so threads decided to start a new one. I have two JV3-SP IIs and I am trouble with banding as the print heads go across the media. The area closest to the docking station is fine but as the heads move down, it bands. So I replaced all the dampers and its not as bad, but still not good. I saw a lot of recommendations to clean the encoder strip and sensor, but I am unfamiliar with where this is and how to clean it. Any help would be appreciated.

The encoder strip is the clear strip that runs along the length of the printer, right above the belt the heads run on, and the sensor is behind the slider board on the head unit. When cleaning the encoder strip use alcohol mixed with water and very lightly
clean it with a Q-tip, DONT use NO solvent cleaner.

Well I cleaned them, they didn't seem to be terribly dirty, and ran a couple of test prints with no improvement sadly. My next guess is the docking stations may need to be replaced. Any other guesses?

Please post some pics, because sometimes, some blank-lines maybe caused by misfire, clogged nozzles, or simply banding issues.
