I finally got the feed issue fixed.
The symptoms were having the feed all over the place no matter what the settings were. They wouldn't even hold from a perfect print/cut test to a print cut. The more rows on a single run, the worse it got.
Here is what happened. A while back the plug on the waste ink connection popped off. This not only caused ink starvation to the head but it made a big mess. I cleaned it up as best as I could, replaced the plug and we were fine. Over time the feed registration started going bad. What it turned out to be was some ink splatter got on the Feed Encoder and Sensor just to the left of this picture. That was causing intermittent problems with the feed.
Now I am getting perfect print/cut. Thanks go out to CalComp Graphic Solutions for fixing the problem.
