Fixing supplied file for smooth gradient?

Ok so I have a customer that has sent me over a bunch of files for posters and the background all have a light blue to light brown gradient and on the screen I can see the steps in it and it's worse when printed. I made a new gradient in PS and changed to 16bit and added 2% noise, but when I got to save as a tiff it is taking a about 2 minutes, and when opened in VW it loose the bottom half of the image.

Is this the best way to do what I am trying to do?
Can I scale it down to 25% and save then scale to 400% in VW without loosing quality?
When I scale it down in PS before saving should I mess with the resolution or leave it alone?

Sorry for the novice questions, my ps skills are pretty lame as normally I'm in illy.
