Fletcher fc cutter

Who out here in Sign land can help me understand this beast. I for the life of me cant figure out how sometimes it seems accurate on a cut and other times it can be out by over 1/2". It seems each time I use it to cut multiple cuts it seems to act differently. Lets take the rulers that are on the cutter.... If I set anything up to lets say the 24" mark and then lock it in and cut it, then measure it....the cut is off!!! So I try and slide the rulers to see if they are loose but they are not moveable, not by me anyways. So now I have to measure my material and make a mark on it with a stabilo then cut it. The strange thing is that some times it seems to line up with the rulers and other times it does not. It's almost like I second guess myself and wonder to myself... didn't it cut way off last time I used it and now it seems OK. Very strange. I might think that it could be that most material is definately not square from the mfg's. Coro for one is defiantely out, but I have so many offcuts of miscut materials like alumapanel, 6mm pvc, even plexiglass. As much as I love the cutter I have to say that I am leary of it and dont quite understand how things seem to change each time I use it.
I have also set it up correctly and it definately is cutting straight.
