Font I can't find because of bad quality print out

My usual go to sites think the font is intentionally designed like this and so I'm not find anything close to it. I also went through my fonts to see if we already had it but we don't. Its not Rockwell, Horseslab or Top Modern.

Did you scan this? If we're going to try a visual identification it might be better to scan it grayscale with antialiasing.

Customer provided us a file of his business card but it looks like it was printed and then scanned to us. Here is another photo where I was able to edit and put some of the more unique characters. It got closer to identifying it but still not the exact font.
