Is it painted or vinyl?

It is vinyl. It's a fancy, curly, kiddie style. My wife found it on pinterest and want to make a wall to display our plethora of kiddie paintings and drawings.

thanks, The one on Etsy isn't exact. It is done in a font called CurlyCue, Pretty close but not exact
