Font or custom?

I had no luck with FMF, WFI or WTF. Not sure if these are caps or l/c, and while this is a vectorization of a low-res bitmap, it's pretty much the way it looks.

Without having duplicate letters, I would say this is custom and not a font. But you never know with all the free fonts out there.
