Grapthec FC7000 not cutting to complete depth

So the other day my plotter started acting up. When running a job, it will cut one side of the material correctly, but just glides over the other side barely scaring it at all. I have tried adjusting the force, and that either makes it where it wont cut either sides, or it starts to cut through the backing of our material. I have installed a new blade as well as tried adjusting the depth, but to no avail. We still get the same results. So I am desperately trying to figure something out with this problem.

Has anyone ever had this before, or might know how to fix it?
Any help would be greatly appreciated!

Next to the actuator is a vertical encoder strip which may have dirt on it or the eye don't handle it unless careful best just blow it clean
Or actuator sticking or head loose
The cutting strip must be on these models very flat across the width
