Help mutoh vj1624 or roland versart ra640!!!

I want to add Vinyl printing to my print shop in Africa and I have gotten quotations for VJ1624 when I convert to USD from Pound it is USD17,500 from the UK and the Roland RA640 at USD13,500 from China. Now I cannot manage to be buying these machines all the time, so I want to buy a machine that is reliable trouble free and can run for a long time. I intend to use refillable inks from China to lower costs on OEM inks. Can you please help me decide on a good and reliable machine which can do large print jobs. Thank you.
