Help with vinyl laminate

Im using Oracal 651 vinyl to apply names and phone numbers to existing metal signs. I've read that its recommended to use a vinyl laminate like Clear Shield to protect the vinyl from UV damage and heat. Since I live in Phoenix,AZ I though this might be a prudent step to take.

Do I need to worry about doing this. If so, what is a good method to apply the liquid laminate. Pre or post application of the vinyl

you need to be using cast vinyl for this if your worried about it lasting
