How to get the strongest bond possible between vinyl and polycarbonate/Lexan?

Hi,

I'm hoping someone might be able to point me in the right direction. I want to apply some UV printed graphics from a roll to roll printer onto polycarbonate/Lexan and would like to achieve the strongest possible bond possible so that the edges can never be picked away at. I recently got some samples of x2 by substance and I was a bit disappointed. I'm not sure if the surface of the polycarbonate might need to be treated with a flame first as I saw some people recommend that for other plastics? Are there any other products recommendations or additional adhesives that can be used?

I would rather avoid having to sand the surface if possible.

The same qualities that makes polycarbonate tough and flexible are also the cause of reduced adhesion (plasticizers added to the formulation migrating to the surface). Adhesive vinyl sticks to it remarkably well, but is relatively easy to pull it off (until its been outside for a few years and you need to remove it to adhere new graphics).
