Is this an encoder strip issue?

Been having this intermittently over the last couple of days. Moving the shop today and tomorrow, and figured this was a good time to get it fixed.

Is this caused by a dirty encoder strip? If not, what is it caused by?

No, it looks more like small head strikes or you have one heck of a big fuzzy crappin' on your prints.
