Told a guy this afternoon that the illustration and design work he wanted done was going to take me 10-12 hours and offered to do it for $300 if he can wait a week.

He just brought me a purchase order for $50 and said they approved this much.

So create a folder. Put some reference artwork in there.

Then send him the invoice and wait for the balance to keep going forward

10-12 hours for only $300 that's a pretty damn good fee. $27/hour design time is super cheap. I would do like the previous said. Spend 2 hours which is the $50 they approved and send him what you got. Tell him if he wants you to continue you need the rest of the money. And I would ask for the money up front now as they are obviously trying to dick you around.

I wouldn't even waste my time anymore on those guys. Let them get someone else to do it for $50 and then bring you their artwork files, then when they aren't going to work, give them the charge to convert them to a usable format. That pisses me off as much as people asking if that's your best price.

I literally just got something almost exactly like this not 10 minutes after I read this thread. lol.
