Looking for Site Plan Software that might not exist

I'm looking for software for mobile and desktop that will allow a user to upload photos to a site plan. When you currently have a large way finding project, it would be great to be able to walk a site and take photos of existing signs or elevations and place them into a site plan or map for other users to view and estimate from. Does anything like that exist? Thanks.
