Looking for static cling material

I have a customer that is looking for parking passes on cars that they want to put in the rear windows that are static cling. Back in the day i outsourced this to a company and had horrible luck. One it didnt stick well to the window dry, and the ink didn't really ever cure to the material. If you stuck one of the pieces on top of another one and pulled apart the ink would transfer.
I would prefer laminated if possible.

Any help would be greatly appreciated.

I'd use low tac vinyl

As ChicagoGraphics said, a low tack vinyl will allow you to print, laminate, and contour cut

It has to be mounted on the inside of rear window and shown to parking cops on outside of window. So it has to be static cling of some sort.

hhhmmm!!! Print on clear low tack (reverse), apply white backer.

that could be an option.. never thought of doing that.
